Measures to save energy/

Northern Japan is saving electricity whenever possible. Some stores turn off display lights, some advertisement and street lights are turned off. Small stores and restaurants shorten their work day. The noodles place that I usually go to before the earthquake worked from 11am till about 10 pm. Nowadays it is open from 11am till 3pm and from 5pm till 8pm. There are conversations about staggered power outages. I had a thought how to save electricity: Japan should move all their clocks ahead for about three hours. In summer it gets light out around 3-4am and then it gets dark at 7-8pm. Such a work day is convenient for the farmers, but it would allow them to sleep in till 6 am. The other benefit is that it is not as hot in the morning, so the A/C could be turned on after 10am. Finally, it would not be necessary to turn on the lights at home till 10-11pm, if at all.
